Description

The gem rubyzip needs a comment:

    ##
    # Enable rubyzip gem only if you are using Redmine version < 4.2.0
    #
    # gem 'rubyzip', '>= 1.1.3'

Redmine 4.2 uses the gem too. Therefore, bundler runs in an error.
